Hello, and thanks for contacting AWS Premium Support.
From what I understand, you have a server with us (i-04e8d6e2), and you use this to host your website. This website is behind a load-balancer, which is configured to scale up should your site need to handle more traffic. You wish to know why this costs so much, and if there is anything you can do to make your server smaller.

I have looked into your instance (server), and I can see that currently it is running around 10% CPU usage, and occasionally you get spikes up to 60%. Please see the graph link below to verify this. You server may be a little big for your website currently, and you may reduce costs by configuring your instance to use a smaller instance type. Currently your instance is an m3.medium instance type. You may want to look into reducing this to something like a t2.medium or even a t2.small instance. This will mean your instance will be less powerful if you have a lot of traffic to your site, but your configuration should allow you to automatically detect this, and launch more instances to help with the load. Your site will still run fine as expected, and you won't be charged for as much as your are now. Please see below links for CPU graphs, and links to instance types and prices.

As for when your developer uploaded the site to the server, I don't have any visibility into what your developer charges for his services, nor do we ever contact or advise anyone regarding website uploads. This is something you may have to discuss with your developer to understand what his charges were.
Please keep in mind that you currently have Business Support, and as such you are charged at a rate of $100 per month for this service, which will also add to the cost.
If you would like to explore your billing costs, you can look into your cost explorer, which should have some of the latest billing details, which you can break down into a month by month spend. You can also change this to a weekly billing option. You can find it in the link below:

I will also like to suggest that you use our Trusted Advisor from the AWS console. This provides a breakdown of checks, including checks against your account on how you can reduce costs further by making some changes to your environment. I would suggest you look at these savings with your developer to work out what is best for your site. Some cost savings can sometimes mean that your website will suffer if something goes wrong, or if you would like it to be more available.
